Oxford are the one that have a closed lace up detail. Basically, oxfords are often simple. Brogues on the other hand are in fact in detail oxfords called "tip of the wing." The wing tip is the design that forms a "W" on the toe of the shoe. What makes it different is that one of Oxford has splashed the details or what they call "accent details."
